city. lots of low 20s here. check out columbus. 5 degrees this morning. arctic air here. 8 in boston. 14 in binghamton. lots of cold air . satellite radar we're quiet. rain showers south and east of us. and there you go in the last couple frames we're clearing out after a cloud deck. should be a nice looking day. high pressure builds in and delivers a sunny but cool afternoon with high temperatures only get to go 40 in the city and 30s north and west of town. that's a look at your thursday forecast. more look at the details in just a minute. julie wright are you there? >> i'm here. >> are you going to do traffic? >> i think so. if i do the weather it would be sunny with palm trees. the votes are in

tucker you are out. we're starting off here on wisconsin avenue. the 20-inch water main break occurred last night. repairs are on going. 365 wisconsin avenue only the right lane is getting by on the southbound side of the highway. this is definitely impacting our commute. depending where you have to go and where you are coming from, that's the option of the beltway at river road. no problems to report right now north of town on the beltway, it is below speed heading 95 towards georgia avenue. we have the accident that remains in place. inbound at forestville road. that's a check of your fox 5 on time traffic. >> all right thank you very much. president obama has signed the fiscal cliff bill into law. the bill raises taxes on the wealthiest americans and preserves tax cuts for almost

everyone else. also extends unemployment benefits for 2 million people. also signed $630 million defense bill. the president signed both bills using an auto pen while on his vacation in hawaii. >> happening on capitol hill today, the nation's newest congress will be sworn in. >> the 113th congress brings with it historic milestones and starts the new year with a lot on their plate including a $60 billion sandy relief bill. melanie is live on capitol hill with the latest. >> reporter: good morning tony. at noon today 12 new senators and 81 representatives will be sworn in to the 113th congress. republicans did lose a bit of ground but not enough to change a lot of the make up of the voting process here. and speaker john boehner is expected to be reelected today in the

house of representatives. the 113th congress is a bit more diverse with female, back hispanic and asian law makers. more openly gay members and black republican elected to the senate in decades. and the fewest veterans since world war ii. have to jump in a divided political arena before difficult issues come up. there was outrage tuesday night when after the fiscal cliff vote the house adjourned without taking up an aid package for victims of hurricane sandy. speaker john boehner agreed to make sandy aid one of the first orders of business for the new congress. still many were irritated by the continuing politics at play. >> this is not a republican or democrat issue. national disasters happen in red states and blue states. and states with democrat governors and

republican governors. we respond to innocent victims of natural disasters not as republicans or democrats but as americans. >> one of congress's most basic responsibilities is to help families, communities businesses recover. yet republicans refuse to act to help the victims of sandy as expeditiously as we know we can. >> reporter: the house will vote on one portion of aid for sandy on friday. that money for the flood insurance program. and the rest of the package comes up on january 15th. and that should be easy compare today what lies ahead. we have issues regarding many many budget cuts as part of the is he sequestration. and also the debt ceiling. also on the agenda, diane finestein has said she will introduce a bill today

day 1, that will be an assault weapons ban and a ban on some of the magazine clips. but we do know that will also probably come down to a partisan fight. back to you. >> lots to do on capitol hill. thank you, melanie. the local delegation contains two new members. one a political newcomer. the other a familiar face. john delaney beat rosco bartlet in november. and tim kaine will be sworn in taking the seat vacated by jim webb. >> it is back to school for the kids of sandy hook elementary school in connecticut. >> less than three weeks after the massacre students are returning to class. sarah simmons is back with more on what the kids can expect. >> tony and allison they are going back to class starting this morning. but they are now going to a different school.

moving trucks yesterday brought the furniture and school supplies from sandy hook where the shooting spree occurred to nearby monroe where a former middle school has been formed into the new sandy hook. students came in for an open house and greeted by their teachers and police officers. newtown school superintendent avent says it will be up to the community to decide what will happen to the building there. the surviving students will spend the rest of the year at this school renamed sandy hook. >> it won't be heavy curriculum but do the kinds of things important for the kids. >> the gymnasium has been the biggest thrill. >> the staff made that decision and the staff believes this gives them their identity and a comfort level. that's what we want. >> and at the nearby fire house

where so many parents found out their children had died 26 bronze stars line the roof. 20 small ones for the children and 6 larger stars for the adults. as far as a smoother transition their former principal who retired two years ago will return to that role today. tony and allison back over to you. a familiar face as they head back to school during a difficult time. >> as they lost their principal. thank you so much. secretary of state hillary clinton is home from the hospital. >> she left last night three days after doctors discovered a blood clot near her brain. cameras outside caught the former first lady leaving. first time she's been seen in public since december 7th. she made great progress and a spokesman says she's eager to get back to work. she's being treated with blood thinners to help dissolve that clot.

>> here at home and new this morning, the search for a missing maryland man could be over. a body was found in a ventilation unit in the 1800 block of bildmore street. investigators are now trying to determine if that victim is michael poe 23-year-old man who has been missing since leaving a group of friends on new year's day. dc mayor vince gray will hold a news conference to a drop in homicide ands what can be done to lower crime even more. 88 homicides in the district in 2012. that is the lowest number in more than 50 years. also down from 108 homicides in 2011. to put things into more perspective. 479 murders in the district back in 1990.

>> allison, family, frevends and fellow officers will gather in prince william county today to say good-bye to a fallen hero. chris yung died monday. there will be a wake today in woodbridge. his funeral will be held tomorrow at the same place. he was a 7 year veteran of the force. the crash is still under investigation. >> it could be a long road ahead for a congressional republicans if members of the party can't get on the same page. >> still ahead at 7:00, after the fiscal cliff and before a new congress takes office we'll talk with leaders for a look at what the future holds for the gop. >> plus an unexpected fiscal cliff gift for metro riders. >> plus rgiii, quarterback and practical joker. the prank he pulled on the head coach during yesterday's press conference. as we head to the break

chicago. as we look across country, even in los angeles they are in the 40s. 45 degrees. that's unseasonably cold. we're going to be fine. a few clouds to start your day. mostly sunny afternoon. cold front to south and east bringing rain showers to earn portions of the carolinas down towards georgia. that will stay east of us and in for plenty of sunshine as high pressure builds in featuring a nice quiet weather pattern. it will be cool with highs only about 40 but by sunday, mid 40s and 50s around here by tuesday and wednesday. so the january that you in the forecast in the 7 day. >> that's going to feel good. 50. >> you know who wants a january that you? that lady over there. that's a beautiful dress by the way. julie wright is here with

fox 5 is monitoring good news for commuters on metro and other transit agencies in the region. federal benefits to take public transportation will rise to $240 a month after dropping in 2012. transit benefits had been increased to $230 a month in president obama's stimulus package but that expired last january and the benefit drops to $125 per month. >> a dc police officer is challenging the accuracy of his

own department's speed cameras. mark robinson says a citation issued is invalid. should have been sent to enforce a 40 mile per hour construction limit but instead set for the 45 mile per hour limit. it violates city regulation requiring the posted limit. the ticket was valid because in a temporary work zone, cameras are set to enforce the regular speed and since it cannot determine when the workers are actually present. prince georges county where its cameras appear to be working. traffic is slower on 7 state roads. aaa midatlantic agrees saying its seen drop in speed. the study shows the results are not affected by the day nor the time. >> a political identity crisis there are clear fractures in the

inbound on route 50 the crash occurred at kennel worth avenue headed out towards the dc line. big back ups forming west of the beltway out towards this accident scene. it is taking stress off of those at new york avenue. there's trouble getting there. traffic like delays leaving northeast to northwest. continue with the cameras and show you what else is happening out here. eastbound 66 still an easy drive from fair oaks headed for the beltway. 395 north of duke street tapping the brakes along the way. that is a check of your fox 5 on time traffic. >> a new congress takes its oath of office today. after a string of high profile defeats over the last few years including the presidential election, we want to look at what the future looks at the gop. we turn now to kirsten. thanks for joining us and good morning to you. >> of course. thanks for having me

. good morning. >> let's start with what appears to be a disconnect within the party. how is the party >> oh, i don't know that we're fractured. i think that obviously we're coming off of a disappointing election and we have a lot to learn from that election. what worked, what didn't work. and that's what the republican national committee is doing. we've undertook a review we have that we're starting here in the beginning of 2013 that we have established a couple of co-chairs and go around the country and find out what happened. what happened with our ground game our digital program. what did president obama's campaign do so well and what do we need to work on over the next four years before the next presidential election. that's what this year really is about for the republican party. >> before we move on to business with the fiscal cliff

and other issues happening right now let's talk about the presidential election the big picture in the next four years. expert polls show president obama did take the women vote, asian vote hispanic vote. how does the party plan on being more inclusive let's say or is that a plan or hope for the gop? >> well obviously as a party, that is one of the biggest things we need to look at. how do we need to talk better to women to african americans, to hispanics and really talk about what it means to be a republican and what the republican party stands for. running against an incumbent this last year we were against a lot of things. we were running against the clock. and i think that's what this review is really going to tell us. do we need to start earlier and have people on the ground in these battleground states talking about what a republican is and does that much earlier the way president obama's team did. these are all questions that are going to be

answered here in the next several months after we get done with our review and find out what happened and how our party is going to move forward. >> let's talk about the leadership. house speaker john boehner. is he an effective leader? >> of course. he has been the leader for several years and very strong leader in opposition to president obama. and what we saw was it really set up what the next couple weeks are going to be. is it going to be more of the same from president obama with which speaker boehner helped identify. are we going to see more of the president kicking the can down the road on spending? i think on the campaign trail during the presidential election, americans heard a lot about from president obama we need to take care of our children's future and get spending under control. and then the first thing he does coming out of the gates is

really continue to kick the can down the road. so i think this is really what we're going to see. we have the sequestration. more talks on the debt ceiling. that's really what the next several weeks is going to be. >> back to the fracturing within the party though we saw the house republicans and then the senate republicans working pretty much against each other in this fiscal cliff fight. i think it's a hard argument for you to make there isn't a break within the party. is there no way to address that at all? also seems we saw erik canter come out strong saying he was not in favor of this plan. the latest plan that eventually ended up being passed. are you saying that this is a united party going forward? >> well, i think what we're united behind the fact that we made sure that taxes were not going to go up for 99% of americans and that's what happened with the end of the

fiscal cliff discussions. and with any discussion and any debate, there were hard choices that needed to be made and that were made and there were two sides of this issue and at the end of the day, speaker boehner and leader mcconnel all came together and we made sure that taxes didn't go up on 99% of americans. was it a deal that all republicans wanted? no. because we really don't stand for spending cuts. or spending increases. and universally everyone is on board with that. at the end of the day that's what president obama and the democrats wanted and that's what they came to the table with. i think really what we need to do is turn the next couple weeks, we have very important discussions about spending and where we're going to go in this country. those discussions are going to be had. >> let me ask you moving

forward, how would you define the party? and for those watching who might think maybe i don't have all the facts about what it means to be a republican today, what that image is, what is the image that the rnc wants to get out? >> well, i think what a republican is right now is we stand for lower taxes we stand for knowing that this country doesn't have a revenue problem. we have a spending problem. and right now that has to be the focus of this country. getting debt and deficit in order and not through raising taxes but through cutting spending. that's what i'm seeing is going to be the discussion that everyone is going to be at the table the next couple weeks as we continue to talk about our country's debt and the debt ceiling. >> the press secretary with the republican national committee. thanks for joining us today. >> thank you so much. >> tony. >> all right. thank you very much. 7:38. still ahead, event full start to the new year for a

making headlines around the nation, outrage from the families of those killed in a colorado movie theater shooting. relatives of 9 of the 12 people killed have rejected an offer from the theater to attend its reopening. in a letter, they called it a disgusting offer and criticized the owner for refusing to meet with them earlier. the theater plans to open january 17th with a memorial to the victims followed by a movie. >> in south dakota old man winter arrived with the start of the new year. the first major winter storm of the season dumped several inches of snow yesterday and by the time it moves out the area could be buried under a foot of snow. >> and if you want a daily jolt of caffeine while staying eco friendly, starbucks rolls out $1

outraged for different reasons. you have the new york and new jersey delegations. it is going to take even longer now for them to get some financial relief. and then you have democrats as a whole upset house leaderships wouldn't bring a package already passed by the senate. wouldn't bring it up for vote. and then fiscal hawks in-house who were upset and outraged with unnecessary spending. had nothing to do with actual relief for hurricane sandy victims. now the 113th congress will be sworn in today at noon. and that is going to include 12 new senators and 81 new republicans. those are going to be seated at noon. the 113th congress is more diverse with more female, black, asian law makers. more gay members and the fewest black republicans. i'm sorry the first black republican elected in decades.

and the fewest number of veterans since world war ii. john boehner did say he would bring those votes up the hurricane sandy votes up two parts of it. one will be coming on friday. and the other will be coming on january 15th. and they say they've taken out all the unnecessary spending and that did seem to soothe some of the anger here on capitol hill. but that is just one of many contentious issues due to come up very soon. gun control one of the issues at the top. a bill ready to go that will be an assault weapons ban. and doesn't include the issues we've been talking about which is the sequestration spending and the vote on raising the debt limit. that will be coming up and a very big fight in just a couple weeks. back to you. >> all right. thank you very much. >> two new members are part of a local congressional delegation.

one a political newcomer. democrat john delaney is the new representative from 6th district. and former virginia governor tim kaine will be sworn in as the new senator from the commonwealth. >> making headlines, a virginia judge has ordered a murder suspect be released from custody today. charged twice in the murder of a drug dealer. both times, the judge in the case tossed out the charges because of alleged misconduct. wolfe must be released from the prince william county regional jail by 5:00 tonight unless an appeal's court intervenes. dc mayor vince gray and cathy hold a news conference to hold a historic drop in homicides. 88 homicides in the district in 2012.

main event legally speaking the u.s. attorney investigation into mayor vince gray's 2010 campaign will result in a number of possibilities. >> he could be resigned because he faces criminal charges. he could be completely vindicated and the u.s. attorney could admit he's been wrong and that there's no evidence linking gray to what we know is a criminal behavior during 2010 campaign. it could go to trial. it could drag on into 2014 without conclusion. and i admit i'm out on a limb here. i'm predicting he will have to resign. that's not based on any inside information. that's just i look at how many people have already pled guilty and agreed to cooperate with the u.s. attorney. how aggressive the u.s. attorney is going to be.

and people who are neurotic. people who suffer from depression or over react are more likely to develop post traumatic stress disorder. a fear or anxiety about an event long ago. so went to an expert to say listen, how can we sort of rewire our brains and how can we worry less? listen. >> the problem isn't necessarily just the worry. it's the worry of the worry. the fear of the fear. the anxiety of the anxiety. that's what causes the pathology psychologically. if we accept the fact a good percentage is normal, we're not going to worry about worrying and give it up. >> dr. belkin says sometimes when we take things keeping us up at night and sit down and break them down and if i lose my

job what's the next step going to be? if you take an analytical approach that can ease your fears. having a good support system reduces chances of anxiety where it develops into post traumatic stress disorder. >> you hit the best three. finances, family, career. worry less. a lot of people say they want to lose weight and get into shape. how do we stick to it? we have good intentions. how do we make it reality? >> it's tough. the fail rate is about 50% at least when it comes to these new year's resolutions. and maybe it's the word resolution. some people don't like that word. it changes good. and it's good to think about ways to think about yourself. you might want to reconsider. but here's the key. he says the big word to think about is scheduling. >> whether it means we have to

write it down on a written schedule everyday or want to remember that every morning i wake up at 5:30 and go to the gym or every evening i stop by the gym for 15 or 20 minutes. as long as it's part of our schedule, it becomes habitual. a much better chance of succeeding and keeping the new year's resolutions. >> and allison, that even counts for let's say you want to eat healthier, you schedule your time to go to the grocery store and buy the right foods. having a plan and making it part of the schedule is so important and becomes a part of your daily life. let me give you three things to think about. are you ready? first of all, set realistic goals. that means, you are not going to say i'm going to run a marathon. you are going to say i'm going to try and walk around the block twice or try and walk a mile. and maybe increase your

quickly. >> we do this with signage and an incredibly great staff. many of whom have been hired. they know the community and our visitors. we have created this space adjacent to the other galleries. at the same time it is its own special place. >> you don't want a 3 year old running into an 8 year old. >> exactly an 8 year old tends to run over. >> what i was thinking about in terms of this whole space coming together is how much access we have to the continuing research on the development of children and how to go about forming places that really help enrich a child. >> the thing i think a lot of people don't realize is from the moment you are born, you are learning and you are acquiring input and making decisions and making connections and forming opinions at an early age. there is an educator who talks about

multiple intelligences. and there are many ways to learn. what we try to do is to stimulate curiosity and facilitate learning through play. and also by interacting, you learn how to be a good citizen even when you are an infant because you are learning how to play well with others. >> at this age it's really just as fun. >> it's phenomenal. >> how long do people usually spend here? >> anywhere from an hour and a half to two hours. that's the average visit. and it's interesting with kids you'll find kids who want to spend the whole day at one area. early on we were at the luggage carousal. and i watched two little girls and they spent an hour packing and unpacking. >> trying to figure out their outfits. >> you are right. >> and if i bring hayden and he
